Agents never gets up from table #22

Once an agent tries to engage in a group study and takes a seat, it never gets up again.

The reason is that an agent sits down on a table and gets the desire to study in a group, but changes to the action Wait.

The releaseSeat() is only called at the end of action studyGroup() not Wait!
