We've talked about doing this, but its not yet removed.

@yhahn - any blockers/reason to wait on this? My motivation is that in the move to node v0.10.x this code's build system will need upgraded (waf -> gyp) and I'd rather just delete it since it duplicates node-blend.

This is still needed at the moment for doing mask checks.

note: my understanding is that the mask checks might be able to be dropped if mapnik supported seamless blurring across tiles and new code were written to leverage this. So, leaving a trail here that the Mapnik blurring fix has finally landed and will be available in Mapnik 2.3.x: mapnik/mapnik#1478
