Adds a GeoJSON polygon overlay over crimea such that it has the same color as Ukraine. This is maybe not the cleanest technical solution, but it solves the problem for now.
This change was discussed in a Technical Steering Committee meeting a few months ago and is approved by the MapLibre Governing Board.
