Reasonable forward compatibility of Mapnik 2.0.x with 2.1.x stylesheets #1286

Main thing needed is to ensure that major features supported in the XML written by 2.1.x do not prompt unnecessary fatal errors in 2.0.x, but are rather silently ignored, where appropriate.

Downstream issue: TileStache/TileStache#68

57a3836 handles case where a 2.1.x stylesheet contains a <Parameters> element, which should be ignored.

I see no other actionable things now, but will keep this open until 2.0.2 is tagged in case others have requests that will make using both 2.0.x and 2.1.x together (temporarily) more smooth.
