WMS 1.3.0 clients assume that the server will respect CRS ordering for bboxes. This means that EPSG:4326, which is lat, lon, (according to epsg) requires bboxes to be in bottom, left, top, right order.

Borrowed from http://mapserver.org/development/rfc/ms-rfc-30.html for logic of all codes between 4000 - 5000 to switch order of axis.

[springmeyer] Tested in Quantum GIS and this works now for me using the WSGI interface
