Mosquito life cycle

Mosquito lay eggs near water. Eggs are ready to hatch from a few days to several months after being laid. Eggs hatch only when submerged in water. Larvae are aquatic and develop into pupae in as little as 5 days.

Since mosquitos depend on water to hatch, how can we exploit this? Can we create a breeding basin that purges itself on an interval shorter than the egg laying to larval stage, every 4 days?
