This setting a minimum and maximum temperature which can be set on thermostat.
Default in HA are not enough https://developers.home-assistant.io/docs/core/entity/climate/ as my thermostat allow me setup range of 5 <-> 35 Celcius degree.
This cahnge is adjusting this to real capabilities of Tech thermostats
