v0.2 - Stats panel

Leaves the webpanel with no 'Unimplemented' parts by adding the Stats feature. Remains far from complete but at least there's no straight up scaffolding visible.

v0.1.1 - Hotfix

This release fixes a bug with file fetching. It also introduces an admin panel which is unfinished and only allows for looking at files in cache and to clear them. Figured it was important to get this out for the fix and finish the panel for v0.2.
