Bump Node LTS and improve CI settings

Notable changes

• CircleCI
  • Use cimg/node image instead of obsoleted circleci/node for test and build.
• GitHub Actions
  • Reduce duplicated test by multiple triggers (push and pull_request) by setting concurrency.
    • Currently cancelled jobs by concurrency cannot treat as succeeded so status check always will fail 🤔
    • GitHub Actions | Listing workflows cancelled by concurrency settings as failed could be misleading community/community#8336
  • Deal with never ending test, caused by missing to clean up Puppeteer process due to failure by Jest timeout. (Add --forceExit option)
