This project will finish all kinds of programs, different kinds program will have different run_parser

We will use the parser from v3d_convert. However, we will make the parser much more powerfull by add functions :

1. add_cmd_opts
2. add_usage_func
3. add_run_parser

For add_cmd_opts, we will forbid global options. every global options will be ommit when add_cmd_opts. If error, the program should take care of it yourself.

The above 3 function will be add in perfect parser
