adds a new cvar: tf_unlag_teammates
0 = teammates will not be lag compensated
1 = teammates will be lag compensated (default)
2 = teammates will be lag compensated but only for melee attacks

tested with just bots so far and seems to work fine, though i'm not sure if this might put too much load on the server

the melee-only option exists because teammates blocking hitscan attacks is most prominent with melee attacks, which players often show frustration about
