Export Mute list as csv

I am aware #177 will solve all the problems including this, but for now can we just implement this feature to make migration a little bit easier for people? If mute is stored in a list internally like block, I'd like a way to export it and share it with people. This has the potential of also mimicking a custom filter where some automated bot can dynamically generate a mute list csv to be imported by users.
