Follow notification is not working on unlock account #16935

Expected behaviour

Any type of notification(push/email) is came when unlocking an account causes automatically accept remaining follow requests.

Actual behaviour

Silencely accept all pending follow requests.

Steps to reproduce the problem

Lock an account(require follow request)
Send follow request from other account
Unlock an account (automatically accept follow requests)
But any notification is made for follow request acceptance
...
