right now when an account is missing a header an empty image with 1:1 proportions is returned

i think it would be more reasonable to have a header with correct proportions / no image at all

Motivation

i'm currently working on a fedi client and don't want to crop headers when viewing profiles to prevent cutting off important things

mastodon returning a header with incorrect proportions makes this hard
