No notification send to users mentioned in an edited post

Steps to reproduce the problem

1. Write a post
2. Edit the post, adding a mention

Expected behaviour

The mentioned user should receive a notification

Actual behaviour

The user does not receive a notification

Detailed description

This bug was found because the first post in this thread mentioned me incorrectly (without the full handle), and it was later edited to fix the mention. I did not receive a notification for being mentioned in that post, but I did receive one from the later post that mentioned me directly in addition to saying that they would fix the mention in earlier threads.

Specifications

In the mentioned example, the posting user was on mastodon.social running 4.0.0rc3, while the mentioned user (me) was on sociale.network, an instance still running 3.1.5 (pre edit support)

Bug still seems to be present. Also, it seems to affect visibility as posts in mentions-only mode are not visible to someone whose mention was edited in later, even if they copy-paste the post's URL into the search box.
