Proposed resolution to issue #26048 incorporating feedback from PR #26049

We swap the options in Data Exports instead of Imports to preserve the least-to-most-severe ordering implied by mute -> block -> domain block.

@ClearlyClaire Is there anything additional I can do to help move this PR to closure? I don't have access to merge it (nor should ! ;) ) but it's been open for awhile without a merge; is there anything I should change?
