Admin user created during install wizard for mastodon servers created with v4.2.8 is not usable

Steps to reproduce the problem

1. Create a mastodon server
2. Create an admin account using the wizard flow during server creation

Expected behaviour

The admin account created by the wizard is usable

Actual behaviour

The admin account created by the wizard requires activation by staff, who don't yet exist, because it's a new server

Detailed description

The change to require new users to be approved by staff also impacts the user created by the wizard during server creation. This account should probably be automatically approved.
