When an appeal comes in, the moderator addressing the appeal may not be the same one that provided the intervention. If the team uses custom/personalized messages for warnings, this may result in the context being lost. Allowing a 'ticket' style system which records and presents the full history when viewing reports/appeals would allow any moderator to review a ticket with the full context of each other moderator.
Motivation
Our team has four moderators, and we discovered that historical action text (if sent via a custom message) is not available for other moderators to review without several clicks. This makes it more difficult for us to ensure that the moderator that intervened is not part of the appeal review.

As I've been thinking about this, I would appreciate the ability to have some back-and-forth over e-mail when adjudicating reports after a moderation intervention. For example, I think it should be possible for a user to ask questions like "why was this action taken?" before they file an appeal.
Since appeals are 1-shot they're not great for lighter-touch interventions, such as warnings. It would be useful for the mastodon moderation infrastructure to provide a way for users and admins to converse about moderation actions after they've taken place.
This would almost manifest as a "case file" per report with e-mail being the communication channel with the user.
