After the "domain blocks" thing is in place, it would be nice to surface up to instance admins some aggregate stats around which users and instances are being most actively flagged by their userbase, so that they can decide to take instance level action.

I'd argue this would probably be best done as a third-party service (e.g., the IFTAS CARIAD lists pull from the top N mastodon servers with public domain blocks).

Perhaps this is something @dansup could add into FediDB?
