Steps to reproduce the behaviour

Not sure. It happens after every time after I suspend my pc.
Its has happened on multiple installs.

What's so hard to file out first a report in ubuntu Launchpad to get Ubuntu maintainer involved?

It has nothing to do with suspend, this just shows your network activity was higher. If you open preferences, there is Network speed threshold part. Let's assume Threshold 1 value is 1000000 then your graph says your download speed was something like 8Mbps while usually you are below 1Mbps.
