In this PR, we introduce chaos testing. This can be used to add dedicated chaos ( network issues between peers ). The chaos intensity can be configured with
--chaos [1 to 10]DEFAULT=5.To stop the chaos use
Ctrl+c, it will stop the chaos after repairing the dedicated peer disconnection.
