After 2.2.2 there are still a few reports from users who have issues with data not being tracked after a fresh installation.

There is an edge case where Piwik marks plugins as installed when they have not yet been installed.

In f27c691: Fixes #5115 Fixes couple issues in the logic which should finally solve reported issues.
