Also, switch StackOverflow to Discourse, which matches the icons in the header.
The 'matplotlib' text is `h1`, so gets a 0.67em top margin, but it's 2em font size, so for the normal font size text, we need to add a 1.33em margin.

Adds most of the links and changes Stack Overflow to Discourse to match the header. (I also don't know where the NumFOCUS 'sponsored' link should point.)
Also fixes alignment, as the 3 columns had different margins.
