Issues with relaying Gitter => Riot messages (some users only)

We're seeing only some Gitter users' messages getting relayed into Riot now --

We're in https://riot.im/app/#/room/#publiclab:matrix.org and are linked to https://gitter.im/publiclab/publiclab with the built-in bridge available in the Riot interface. It's run for over a year (maybe 2 years?) but is no longer working. How can we troubleshoot this?

A prior instance where /no/ messages were being relayed in the opposite direction was reported in #72 and resolved (reported by @Half-Shot - thanks!).

This time it's /some/ users messages, not all, and in the Gitter => Riot direction.

Potentially it appears that admins are being relayed but not "regular" users, but we haven't been able to confirm this distinction!
