IRC OPs not visible in room and have no "Power level"

In ##hackers the OPs do not show with a power-level,opping a matrix user does not change his power level or give him the ability to edit channel properties from a matrix client.
This same user's OP rights in some other channels translate to power levels which gives them ability to moderate the channel from matrix.

EDIT:
I tested opping a user and deoping them, both as an op and with chanserv while monitoring the developer console's network activity and console log. there were no new network events, below is the console log I have which i doubt would be of any use, this appears to be a server-side issue:

after the latest bridge restart, i rejoined the channel and tried to have chanserv OP me: this did not work. But great news: I had an OP that doesn't have a matrix account OP me after rejoining and it seems now the bridge recognizes my power level and i can do some admin tasks.
