As per https://github.com/matrix-org/matrix-doc/pull/2002/files#diff-36db86714d1a6baeda8964bdd702b49dR45

Classifying as a bug because the spec says v1 is the default despite MSC2002 being merged. Ultimately, this is being fixed in the extremely near future so the labels mean nothing.
