We don't publish our own debs any more, and downstream debian maintain their own packaging (https://salsa.debian.org/matrix-team/python-canonicaljson/-/blob/debian/master/debian/changelog etc).

We should get rid of the debian directory and remove the outdated instructions from releasing.md
