Help Wanted: Document WebappUtils exported for plugins #646

This pr mattermost/mattermost-webapp#4778 add the WebappUtils, with specifically browserHistory, to the web app export available for plugins.

We need to document this in the Web App reference here: https://developers.mattermost.com/extend/plugins/webapp/reference/#exported-libraries-and-functions, and preferably with an example on how to use to it to navigate internal links.

@marianunez - This Help Wanted ticket has been sitting for some time. Would you or a member of your team be open to creating a PR with the necessary documentation updates to developers.mattermost.com?

@hmhealey - Is this ticket something we could tackle as part of monthly developer documentation maintenance updates perhaps?

I'm not sure. It's not really in my wheelhouse since it's part of the plugin API, but I could probably take a look at it if we don't have an owner for it currently
