Grub2.04 that boots with video on Surface RT, Surface 2, and QEMU-EFI. You must rename this file to BOOT.EFI and use on a USB drive, along with the existing Grub files from Goldenkey/ROL. On QEMU, if this file is used in place of bootarm.efi, then you can successfully boot Linux efistub kernel. It is not yet possible to replace bootarm.efi on Surface RT/2, but another developer is making good progress to enable that. So the tool is here now for when that is done.
