Migrate complete Ubuntu setup and update docs

  * Adds bunch of make targets to setup Ubuntu desktop and
    install dev tools and other applications
  * Linking config files should be split and added to appropriate
    make targets that install particular tools in the future
  * Several sections were added to README reflecting updates above
