Add zsh completions and man page for rg

 - `make rust-tools` additionally downloads ripgrep deb packages and
   extracts zsh completions and man page from it
 - This download ensures that the downloaded release version matches the
   version of the currently installed ripgrep
 - Note that the completion file is now taken from this deb package
   instead of the raw blob file downloaded from the repo (done before)

If the zsh completion file is not yet in place then also reload current
shell (after running `make rust-tools`).
