Encompass v0.3.0 - Add VIAcoin module, add URIs to Receive tab

This release adds support for Viacoin via new ChainKey module. This module was created in approximately 1hr with the combined efforts of @Kefkius @Drak and @guruvan - most other coins with full electrum-based SPV servers can be supported with ChainKey modules, with this minimal effort.

URIs are now supported in the receive tab!

Linux users are recommended to use Encompass-0.3.0.tar.gz
OSX users may use Encompass-0.3.0.tar.gz as well - releases are untested on OSX - binaries are not provided
Windows users may use Encompass-0.3.0-setup.exe to install Encompass, or Encompass-0.3.0.exe as a "standalone" version.

note the "standalone" version is not "portable" - wallets are saved to default \Application Data\ directory!

Linux/OSX/Windows are all supported via Docker - OSX/Windows users require boot2docker to run docker.

Encompass Initial Public Release with MZC BTC LTC included

Encompass provides a BIP-44 multi-currency wallet, extendable to any currency that has supporting electrum code and running servers. The single seed recovers keys for all current and future currencies. Single signature transactiosn are supported in this release, multisig will be supported in the future. ChainKey modules provide the means to implement new currencies into the wallet. Instructions for simple conversion of existing electrum code are included. Properly implemented ChainKey modules submitted via Pull Request will be included in upcoming releases, but are able to be implemented by users or developers with no need for "official" release.

Full maintainer build is provided in contrib/encompass-release - all steps used to produce this release are included in this directory. Windows and Linux builds are provided, and packaging is provided for android implementation with native android scripting. Future releases will include OSX, and native Android .apk implementations.
