Adds information to the README regarding current OS compatibility, Java and Gradle installation across OSes, and Visual Studio Code configuration. Deletes existing .idea and .vscode files and adds both directories to .gitignore. Updated the existing IntelliJ local Tomcat run configuration instructions in the README to reflect the fact that it's no longer included in the project repository.
