turning screenshots in window selection mode on doesn't ask for permission

Steps to reproduce

go to settings, turn "Show screenshots in window selection menu" on.

Expected behavior

scrolls to permission section to ask for "Accessing websites data"

Actual behavior

does nothing (and screenshots not showing up)
