feat: parameterized quarto workshop

What does this PR do?

Adds a link to a 2-hour workshop I led for R-Ladies Washington D.C. to help R users understand parameterized reporting with Quarto. The workshop website includes learning objectives, a slide deck, instructions for downloading the code-along exercises, and the YouTube recording.

Requirements for your Awesome item list
