Last release was 2015, so making a new release, but no major updates since 2015

Update for Matlab R2015b

About 50 commits since previous release, including major bug fix to make the code compatible with Matlab R2015b (old version will fail completely with this version of Matlab).

small variant to v1.3

Renamed a few files pertaining to the ordered/sorted LASSO. e.g., prox_Ol1.m is now prox_Sl1.m, and solver_OrderedLASSO.m is now solver_SLOPE.m.

TFOCS 1.3: first Github release

This is the first commit to Github, and the first version of TFOCS released under its new 3-Clause BSD license. Please see the file LICENSE for more details, and CHANGELOG for the documented set of changes made to TFOCS since its initial public release.
