This PR removes the `Accept-CH-Lifetime` HTTP header from BCD. This feature was never supported in any browser, as confirmed by https://chromestatus.com/feature/5713139295322112. Tests Used: https://mdn-bcd-collector.gooborg.com/tests/http/headers/Accept-CH-Lifetime Additional Notes: Fixes mdn#14533.
