Addresses #21 by providing a Python callback snstop to SNOPT. Major iteration information is recorded there and the db file is updated accordingly. The iteration information that is saved can be viewed in snstop, but any internal SNOPT variable is accessible through the work arrays.

…it in by using snkerc instead of snoptc, also added code in python to retrieve the approximate Hessian, and also fixed major iteration counting both in db and optview
