.NET Core 3 Upgrade

Upgrades Meceqs to work with .NET Core 3. The main libraries still target netstandard2.0 but the ASP.NET Core libraries now target netcoreapp3.0 as only that is supported by ASP.NET Core 3.

This therefore is a breaking change!
