Filter section on Reports tab not closing on first tap

Describe the bug
On the Reports tab, the filter sections (Form Type, Place, Date, Status) do not close the first time.

To Reproduce
Steps to reproduce the behavior:

Expected behavior
When you tap on the header of a section, it should collapse if it is currently expanded, and it should expand if it is currently collapsed.
