I think that section refers to outgoing messages states. These are useful because tracking the state of a message that the CHT is responsible for sending is important.
Incoming messages don't have states - the CHT either knows about it (received) or not (there is no record, therefore nothing to add a status to).
I think it would be helpful to clarify that the SMS States section refers to outgoing messages, and that incoming messages don't have states.
The UI will display "received" and the date will be based on the timestamp of record creation - i.e. when the record actually was created in the CHT.
