Multiple fixes / enhancements for GRBL
a) Fix laser on / laser off behaviour (and making dwell cut functional)
b) Add pulse command (making Short Pulse functionality in navigation panel working again for GRBL devices)
c) Add Red Dot functionality (firing at a default of 3% PWM if active) to allow traces, and easier positioning and focusing
