Get a single file from a Github repo as a snippet

Description: When the bot is given a GitHub link, filter any message that is send for a github url. If found if the url point to a single file download the file (only that file) and return the content as a code snippet.
Example:

user: hey checkout this https://github.com/mehedi-shafi/git-bot/blob/master/random_welcome.js
bot: <returns the content of the file>
