Optimize index and constraint update #1159

To keep docs changelog up to date, one more thing to do:

• Write a release note here, including added/changed clauses

Updating indices and constraints has been streamlined, significantly improving execution time for everybody making heavy use of them.

(NB: link the index/constraint pages when you know which docs version to use)

• Tag someone from docs team in the comments
