Replaces the react-tooltip library with the tooltips from react-bootstrap.
We use react-bootstrap in a lot of places, so it's unlikely to go away anytime soon.
Also removes explicit dependency on react-virtualized (still a dependency of react-virtualized-select library that we use for language selects)
