Packages with leading underscores should not be indexed and authorized #358

When attempting to generate an 02packages file from metacpan data (see the qa repo) I noticed we have several packages that start with a leading underscore, and there are no such packages in 02packages (or 06perms).

What makes the most sense?
Should we leave them there but mark them as indexed: false?

I think indexed: false is a good way to go.

I deployed and reindexed the affected dists (except for "perl").
