Since there doesn't seem to be an issue for this already, i guess i might as well open one and get a discussion started. The problem is basically that it is very easy to create a large number of new GitHub accounts and to ++ the same module multiple times from a single IP address.

This has (to my knowledge) been first reported yesterday in #metacpan and is already being exploited. https://metacpan.org/favorite/leaderboard

We added a captcha, which should hopefully solve this.
