Bug Description

When running with a JSON configuration that specifies target.namespace without target.path, mirrord fails with the following error:
mirrord layer setup failed with Config(SerdeJson(Error("data did not match any variant of untagged enum TargetFileConfig", line: 14, column: 1)))
