An unnumbered paragraph that appears after the Abstract. This is very useful for keeping TODOs.

It's basically a <section> with attribute notInRFC.

They're already being dealt with, as admonitions appearing in the Asciidoc preamble (between the document header and the first text section).

Note that the attribute notInRFC is a v3 attribute.
