BIPM: possible to have footnotes (4) and (5) on page 55?

Our response:

Issue 97: from our previous discussion on footnotes and side notes, it is unfeasible to position them this way without breaking the other notes.

From BIPM:

I see. This is not very nice, but probably unavoidable. Such problems occur because the document was initially written with a text editor which gives more flexibility than an encoded document which follows certain rules. Another way to say this is that the structure of the SI brochure is not well adapted to XML-encoding.

Our response:

Indeed. Technically it is most correct if the content and its side note can be placed right next to each other, but as previously demonstrated, this also causes blank gaps between content since some side notes are really long (thus pushing down the next piece of content). Given these gaps affect visual readability of the SI Brochure, a compromise was necessary. At least we can take consolation that this is the only slightly jarring place that this happens! :-)
